What would cause this studder?

I am wondering what I would need to upgrade next? My gaming computer is about 5 years old and it was a decent build back then but I had bought it from my brother about 3 years ago.

Honestly just need some peoples opinions because I can play games like battlefield 5 pretty decent but I have a few studders here and there and I think it is my CPU bottlenecking but I am not 100% for sure if that is the main reason

I have upgraded my power supply and my GPU but that is about all I have ever done.

My specs are listed below
Motherboard--> ASUS 98Z77-V LX
RAM(memory)--> Two Corsiar 4gb ddr3(Part number CML8GX3M2A1600C9
CPU--> Intel core i5 3570k (ivy bridge) Pretty sure it is overclocked. Shows 4.2 mhz while running games.
GPU--> MSI GTX 1060 6gb
Power Supply--> 650w(Do not know the name)
HDD--> Seagate ST31000524AS

Price range is around 100-200. Any good suggestions would be awesome, thanks!!!

SSD would get you the biggest bang for the buck. If the stutter is showing when it is loading parts of the map, the SSD will help a lot.

Next up would be the CPU. But that would require motherboard and memory to go along with it. Nothing that you can do for 100-200 dollars. You can try to buy an used i7 ivy-bridge but it won't make that much of a difference.
