[SOLVED] What's bottlenecking my system??

Recently built a new PC, and I don't think I'm getting the proper fps for the specs.

Specs:
GPU: Nvidia RTX 2070
CPU: Ryzen 5 2600 @3.6ghz 3.9 boost
Motherboard: MSI Arsenal Gaming B450 Tomahawk
RAM: 16gb ddr4 @3200mhz
generic 1080p 144hz monitor

When playing the new cod Warzone i get between 100-130 fps on mostly low settings. When playing at max settings (apart from raytracing) I get 90-120 fps. So changing graphics settings hardly reduces frame rate. During both of those settings my GPU usage was pretty high, between 80-95%. CPU usage was around 70-85% on most threads for both tests as well.

Similar thing happens to other games such as PUBG, although the fps is higher at around 140, however changing graphics settings there still only affects framerates by 10% or so.

One thing I noticed was despite RAM usage at about 10 gigs, afterburner shows my commit charge as very high, usually at 19k which is about where the line turns from white to yellow. I'm not sure if that's bottlenecking me, if its my cpu, or if something else could be the problem. All drivers are installed and up to date.

My friend has a gtx970 and a somewhat older i7 clocking 3.4ghz and I seem to be getting only 30 extra frames over him despite having a better PC on paper. Correct me if I'm wrong but shouldn't my system be getting much more fps? Please help find my bottleneck so I don't buy an expensive part just to find out that's not what I needed.
