My Windows 10 desktop PC is currently connected via ethernet cable to my wireless router. What's the best/easiest method to force a new IP address and device ID? Would rebooting my router accomplish this? Would upgrading to Windows 11 give me a new device ID?

Would rebooting my router accomplish this?
No.

Would upgrading to Windows 11 give me a new device ID?
If hardware isn't changed, then your device ID's will remain the same.

Why are you in need to change your IP address and device ID?
I got unfairly banned from reddit for posting a completely normal comment (seems to happen a lot these days), and it looks like they're banning based on IP address so every new account I make gets immediately banned.

There's FAR more than just IP addresses involved in such bans. However, we don't allow discussion of such here. Give it a rest, you'll only dig yourself in deeper.
