What's the right CPU?

I'm getting the 280X and I was going to get the 6350 but I heard that it might bottleneck the 280x. I don't know what that means but whatever. Should I move up to the 8320 or will the 6350 be okay? I'm not going to do any over clocking

I seriously doubt that the FX-6350 will bottleneck the R9-28X. It is in the same tier as the FX-8350 is for gaming: http://www.tomshardware.com/reviews/gaming-cpu-review-overclock,3106-5.html

Most games are heavily dependent on single-threaded performance so blindly throwing two more cores at any performance issues you might have will not help you much if at all in most cases.

6350 may bottleneck in some more cpu intensive games, adding an 8320 or 8350 will not help as its just 2 more cores and no single core performence increase. Intel would be your only option for increased single core performance.

You wont push a 6350 much higher without an expensive cooler which defeats the purpose of the budget anyways. If the amd route is taken, get the 6300 and use the left over money to oc past 6350 levels.
