What's wrong with my rig?

Hello there, I am facing a problem that my PC restarts whenever power goes off and on. I'm using APC BR1500va UPS. I tested few things here. I stressed my CPU to 100% where my system was consuming approx. 160W. I turned off the power switch on and off and my PC didn't restarted. Then I stressed my GPU where my system was consuming approx 280W and now when I turned off the switch my system got restarted. I don't know whether its a fault of GPU or PSU or something else. Here are the my rig details-

Gigabyte x99 ud4
Intel i7 5820k
5x 8gb kingston ddr4 2133Mhz
Corsair gtx H100i (bought recently ,no issue here)
Asus gtx 960 4gb ( got new unit in replacement recently)
1x 4tb hdd segate
1x 1tb hdd segate
1x 240gb Kingston ssd
Cooler master B600 ver2

That is a feature (soft switch) of the BIOS on your computer and the APC UPS.
You UPC power management, senses power outage and shuts down the PC safely while there is available battery power, which saves your computer and files.
When the power comes back on, your UPC will power up your computer without any intervention.
You could disable that feature using the APC software or go to your computer BIOS and change the parameter from ALWAYS ON to ALWAYS OFF on 'AC Back' under'Power Management' and this will not allow the computer to be power on by soft switch.
Assuming this is only a recent problem, as stated above, initial fingers point to it being the power supply failing. This review thought it was mediaocre at best:

I did not see a test of the holdup time, or the time between power loss and the UPS kicking in keeping the PSU still powered between power switching. But this comment in the review might give some hints on the issue:

"The hold-up capacitor is a CapXon 390μF 400V capacitor with a temperature rating of 85 ° C. CapXon is not known for their quality capacitors and capacitors rated at 105 ° C are a better choice."
