When i start my computer the top icon is blinking due to some problem

Hello,
when i start mu computer the top icon on the desktop is blinking only when i click on desktop for the first time.
and during my work many time when i go to start menu i could not select a option from the start menu.

Run System File Checker: Start > Run > cmd > sfc /scannow

or

do system restore back to date when this was not happening

or

repair install from Win CD
