sapphire would be better, their coolers are one of the best and they produce some of the best amd cards out tehre

I agree with legend. Sapphire has been making very nice AMD cards for a quite some time. Although all three cards are from reputable companies, I think I would still go with the Sapphire.

Tom's did an article comparing them a while back. They aren't biased or blindly favor any brand. Going by their findings I'd say the Windforce 280x is probably the best because of the lower temps, but if you read the whole article, you can pick one based on what you want (quiet, best OC, coolest, etc).

All the three cards have good coolers. They will perform similarly.
Either of them are technically fine.
In terms of performance out of the box, the Gigabyte will be slightly ahead by 1fps than the HIS IceQ² Turbo. The Sapphire Dual-x is the lowest clocked R9 280X of the three.
However, you can overclock the cards to perform better than the factory set clock speed.

A word of warning about the R9 280X: It needs a lot of power to run, and your PSU is pretty poor quality, so try to get a better PSU as soon as possible.

Both of those card will run on a quality 600W unit, the 750W is just an exaggeration.

Those PSUs are both bad, get a ~600W unit from XFX, Seasonic, Antec, Corsair (AX, TX, and HX units only), or EVGA (B2, G2, and P2 units only).

My gigabyte r9 280x runs great on my XFX 550w gold psu (made by Seasonic)....
Just need to make sure and have at least 45 amps available on the 12v rail...
I've seen the XFX pro 650w bronze around at good prices right now too.
