If you have the capacity to, going with a dedicated CPU with a discrete GPU is a better choice, far better upgrade options down the line and an overall better investment.

Depends on the intended usage and budget. Of course the better processor with a discrete graphics card will perform better, but only if necessary. If the system is only used for surfing the web and e-mail, then the better processor/graphics card is pretty much wasted.
