Which brand would you guys recommend to purchase for the RTX 2070 Super. I personally prefer EVGA but the Gigabyte and MSI models are a bit cheaper. What do you guys think?

I've heard some bad reviews from the gigabyte models from them having a "whiny fan noise". EVGA and the FE I think are the go to. Each brand advertises their card clocks just a little bit different. Go with the best reviews and price.

PNY sells a decent priced card, what do you think about PNY?
