So, my goal with my new setup is to Max out pretty much all games on a single 1080P monitor, do some light video editing, and schoolwork. Which of these builds better achieves that?

If i get this setup I will OC the CPU to probably around 4.2 or so

I would go for the second build. You save a bit of money, and the Xeon e3-1231 V3 is the equivalent of the i5 4690K.

Scratch what I said earlier. You will get more performance per dollar with the first build. You will also get better performance. Go for the i5 build.

You cant overclock the Xeon. It doesnt have an unlocked multiplier.
