[SOLVED] Which Cpu? I7 9700k or I7 8700k

Hi so im am making a upgrade to my pc. and want to know what cpu to get get, I just brought myself a Z390 motherboard and am ready to upgrade. i have had a problem with my cpu when playing games and talking with freinds (on discord) my cpu would max out and I dont want that. I also want to know a cheap and good cooler for the cpus as i know stock ones wont cut it.

What's your idea of a 'cheap cooler'? Because the infamous Cooler Master Hyper 212 EVO(150w cooler) isn't enough for either of these cpus(up to 200w)...

Would Something like the be quiet! Dark Rock 4 be a suitible cooler? or is there any cheaper?

Make sure your case has enough clearance(from the cpu to the side panel) for these coolers.
