which cpu to buy?

my gpu is r7 370

Of course I'd recommend going with a weaker CPU, but if you want to upgrade your GPU in the future, you should take a decent GPU. So yes, go with the one you chose.

Not sure where you are located so I can't tell exact prices but for many games you might be better off going with an i3-6100/6300 and a gtx 960 4GB card.

True, but he already has the r7, so if he wants to keep the CPU for a long time, then the i5 is a better solution.

If you can afford it I would get a 4690k and you will be able to overclock later when you need the extra power.

Well, it all depends on what mobo he has/wants to get. Considering how hard it is to OC skylake CPUs, also Haswell is quite old now.
