The r9 290 is a more powerful card, and if you're getting a new psu more power won't be a problem.
Although like Nick has said, it's more personal preference. Nvidia at times have drivers that can be more reliable than AMD's, but AMD is not a complete mess.

The r9 290 is a great card and for the price is amazing so is bang for the buck here,
but if you read in to what Nvidia offers such as shadow play, physx and mffa super sampling. Then you may actually like Nvidia better.
If you just want to play games with it I HIGHLY suggest the r9 290. It has 4gb vram over the 770's 2gb, because the 770 cannot fully saturate the 4gb if it did have it. So better at high resolution and more future proof.

The r9 290 is much more powerful than the gtx770, it usually matches a gtx 780. Since the 290 isn't much more expensive I would say go the r9 290. More bang for buck.
As for a PSU, I like Corsair psu's but thermaltake, seasonic and XFX make good psu's too.

If you can find it there's the Corsair GS700 or the Corsair AX750.
Those are my favourites and are quality made psu's, and should run quite efficiently.
 


The 290 actually usually beats the gtx770 across the board, and the price he gave is only a little more. 290 requires more power because it is a higher tier card.
 


r9 290 gives performance at cost of much power and temperature and is reportedly being crashing a while, EVGA 770 is a safe bet

There is no safe bet here, both have problems and pluses, choose if you like Nvidia vs the r9's more performance.
Still like I said, if you're just playing games then the 290 for that price compared to the 770 is a no brainer, unless you love Nvidia.
