is this something that gives power to the GPU.....
Both motherboards are good for overclocking . But you just asked which is better . If you desire to possess one of the two brands , just get it .
As for the phases
Let take 4 power phase design
The voltage regulator will have 4 circuits working in parallel to provide the same output voltage .They do not work at the same time . With four phases, each phase will be working 25% of the time.
In general, more phases is good, because:
1. it means each component does less of the work . Thus longer lifespan and therefore better reliability. It also means less heat generated
2. better voltage stability , thus can achieve higher overclocks
