I play games, office work, all creative cloud apps, etc. I want speed cause time is money. I don't want to spend $300 on ram but if it's what is best then I'll do it. I want quality as well speed so play that into factor as well. I'm open to other options these are just the two I was looking at the most.

CL15 3200 is decent. 3600 CL16 is also reasonable and approaching ideal.

Getting a 4400Mhz kit to work at full speed is problematic, then you are into serious overclocking territory. If you have a K series CPU it might work out, otherwise I would stick with 3600 CL16.

If time is money, then a faster CPU might be the better option. Depends on what you want to spend and what you have now. 9900k is outclassed by the 10850k/10900/10900K gaining two cores 10c/20t. 11700K/11900k is back to 8/16t cores, but is about the same rough speed, and the new 12900k has 8 cores plus 8 efficiency cores for 24 threads.

You would still be looking at DDR4 3600 CL16 as the ideal memory kit. DDR5 is also an option, but very expensive and you have to get the fastest speeds for the bandwidth to make up for the loss in latency.

Anyway, back to your question. If speed is your main goal, you should focus on SSD and CPU. For SSDs I would suggest NVMe because of their crazy speed. From those two RAMs you won't see much difference and to achieve 4400MHz will be hard (it might work, might not). Also consider that higher the MHz, higher are timings which is not good for speed. Personally I would buy G.Skill Trident ones.
