Which Module of RAM is the best?

hello everyone. i am currently looking for RAM for a gaming computer that i am building. i think i can get it cheapest on Amazon, so these are what i am looking at:

this one, (above) i can get for 35 bucks used. it is a G.SKILL 8GB (2 x 4GB) Ripjaws Series DDR3 1333MHz (PC3 10666) 240-Pin Desktop Memory Model F3-10666CL7D-8GBRH

this one is 44 dollars. its a Corsair Vengeance Blue 8 GB (2X4 GB) PC3-12800 1600mHz DDR3 240-Pin SDRAM Dual Channel Memory Kit CMZ8GX3M2A1600C9B

first of all, what do the specs mean? do the mHz matter? one of them is 1600 and the other is only 1333. does this make a difference?
also, what is PC3 and the amount of pins matter?

sorry, i dont know much about RAM.

taking these things into account, would it be worth the 15 extra dollars to go with the corsair RAM, which was more mHz and PC3? or can i save the 15 dollars without sacrificing performance?

G.Skill makes good ram, and it's cheaper so i would reccomend that

at the moment, ram really dosen't scale well with price, you could throw 200 dollars in to 2800MHz ram just to get laughed at by the people who bought 30 dollar ram and threw their money into other parts

If your motherboard is rated for 1333Mhz then you won't gain much with the 1600mhz. And you would have to overclock to get the 1600mhz to work. Whichever brand you get, I recommend 1300Mhz as it is most likely the native speed of your motherboard without overclocking. Good Luck!!
