hello everyone. i am currently looking for RAM for a gaming computer that i am building. i think i can get it cheapest on Amazon, so these are what i am looking at:

this one, (above) i can get for 35 bucks used. it is a G.SKILL 8GB (2 x 4GB) Ripjaws Series DDR3 1333MHz (PC3 10666) 240-Pin Desktop Memory Model F3-10666CL7D-8GBRH

this one is 44 dollars. its a Corsair Vengeance Blue 8 GB (2X4 GB) PC3-12800 1600mHz DDR3 240-Pin SDRAM Dual Channel Memory Kit CMZ8GX3M2A1600C9B
first of all, what do the specs mean? do the mHz matter? one of them is 1600 and the other is only 1333. does this make a difference?
also, what is PC3 and the amount of pins matter?
sorry, i dont know much about RAM.
taking these things into account, would it be worth the 15 extra dollars to go with the corsair RAM, which was more mHz and PC3? or can i save the 15 dollars without sacrificing performance?
