so is there a way to delete everything from the old hdd after i install a new hdd with new windows. ex: i have both installed and they i can access the old one on my new pc and then move files around or delete whatever

Yeah, do a fresh install (ignore your old HDD at this point) and set the new drive as the boot drive. After everything is set up in your system, plug in your old HDD into another SATA port and you can do transfers from there.
