I wanted to buy a GTX 1650 priced at IDR 3.500.000 or $244. But then i found a secondhand GTX 970 for IDR 2.500.000 or $174. Which one is better?

Solution
Be warned that the GTX970 has a limitation. 3.5GB of its memory is connected directly to the GPU. The remainder is not, if it is used it causes stutters and slow downs.

So if you play games you know use up to and more than 4GB of VRAM, I would get the 1650.

I found a secondhand GTX 1070 for $35 more than the 1650. Is that worth the money?

What is the make/model of your psu?
Older gen cards will have higher power requirements and will run hotter.
Here is a handy chart:
http://www.realhardtechx.com/index_archivos/Page362.htm
You can get a general idea of graphics card capabilities by consulting tom's gpu hierarchy :
https://www.tomshardware.com/reviews/gpu-hierarchy,4388.html
There is a section on older legacy cards.

Worth is something only YOU can determine.
If your main use is for fast action gaming, then my take is to
buy the strongest card that your budget will permit.

The price may smart for a little while.
But regrets about what might have been will last much longer.

My purpose of upgrading is 3d animating, video editing, and gaming obviously. And my 1050 isnt enough anymore for fulfilling my needs.
