What will the PSU be powering? please list the specs to your friend's build like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
Chassis:
Cpu: ryzen 5 5600x
Board : Probably asus x570 gaming e or a gigabyte aorus elite, depends which one is available
Ram: 16gb ddr4
Ssd: samsung 970 evo 1tb and Toshiba HDD 2tb
Gpu: rtx3060
Case: He is still looking into some corsair cases and asus ones, anyhow it will be Atx format.
Edit: those 2 psus are the only decent available in our country atm, maybe he doesnt need 700 watts but other psus are just terrible here.

What other units do you have access to? A link to your regional PC store would help us two fold.
Some other brands include the likes of:Ig max, zeus,lc power etc. There is coler master too but thats a bit expensive.Thing is he made his choice zo pick one of the 2 i mentioned,i think maybe evga is better, what do you think?
Also i can link you the site but its mostly in serbian

Both double forward + DC-DC, but the System Power 9 is 230v only so cheaped out on the input. Out of these two I would choose the EVGA but it isn't impressive either for a new system with RTX 3060.

The cheapest I recommand is https://www.uspon.rs/artikal/asus-tuf-gaming-750b-750w-napajanje folowed by https://www.uspon.rs/artikal/napajanje-chieftec-pps-650fc-650w
I would go with corsair if there were any,the evga ones available arent really the best. The asus one you recommemded im considering actually, but ive heard some good and some not so good things about it so im still unsure.

The Asus 0db fan only stops at @ 30% TDP. So less than @ 250w. Which is during idle/low use periods. Otherwise it spins. It's upside down, under the bottom of the pc. If you can realistically hear that fan over the noise produced by the intake fans, cpu cooler, gpu fans, you got better differential hearing than me. 🤣
