Which PC build is better?

My friend recently built a computer and was bragging that it was better than mine and it led us to debate about our parts for a little. Every once in awhile as well he'll use his computer as the model for top-tier PCs while finding issues with mine which peeves me a little. I'm genuinely curious now after doing some research whether or not his build is stronger than mine overall (disregarding costs) even with the same graphics cards.

My core build:

  • CPU: i7-4790
    GPU: R7-260x
    RAM: 16gb DDR3 ram
    MOBO: Asus z87 motherboard
SSD: 256 gb Samsung EVO SSD

His core build:

  • CPU: i5-6600k
    GPU: GTX 950
    RAM: 16gb DDR4
    MOBO: Asus Z170A
    HDD: 1 tb (forgot brand)

6600k is like 15% faster BEFORE overlock, and it is unlocked, so it is for sure faster.

Yall are both rocking entry level graphics cards, but that said...

The GTX 950 is like 25% faster than the R7-260x

Your buddies build is better all the way around.

By the way, your build uses DDR3 RAM, not DDR4.

As is stands, I would say that yours has an advantage with multi-core workloads such as rendering, CAD, etc. If his is highly overclocked, he could have the better processor for games. With the video cards, you could both stand to upgrade if you are gamers. I would recommend a GTX 1060 6gb for 1080p gaming or a GTX 1070 for 1440p gaming. As for overall speed of the machine, yours will be faster due to the SSD since traditional hard drives are slow as all hell. I guess what I'm really saying is that you both win a little and lose a little, it really depends on what you are doing and exactly how you are comparing.

This is assuming there isn't really a budget, but if we would add a budget it would be from 700-900 dollars.

What if the GPU's were ignored (I had also stated this in the original post)? And wow! I was under the impression the i7-4790 outperformed the i5-6600k pretty well except for lower RAM limit, type, and bus speed?
