Which radiator will do a better job, a XSPC one or a thicker unbranded?

They are probably going to perform equally, though because they are so similarly priced I would personally choose the XSPC EX360. If someone is willing to put their name on something they have a stake in whether or not it performs well.

Will a custom loop with a 120mm, 45mm thick radiator perform better than a Cooler Master Seidon 240M closed loop?

Hard to say.
Custuom loops are by definition not easy to benchmark from one setup to the other. It is certainly possible to create a custom loop that cooled as well as the Seidon 240M, but there is also a chance of making one that doesn't work quite as well. That would totally depend upon what type of parts you put into your custom loop and how well it was assembled.
