I want to build an entry level gaming pc that can run games like League of legends, DOTA II, rocket league, some sports games, and possibly one or two games like GTA V. I will also be using this pc for school work and video streaming. If i go with the i3 build due to budget restrictions I plan on upgrading to an i5 6500 within the next year. And for both builds, whichever I pick I plan to upgrade my graphics card to something like a gtx 960 or an r9 380. just want opinions and suggestions for improvements within a 500-550 dollar budget. Thanks and permalinks below :)

Why Skylake? Haswell refresh is cheaper and doesn't lose much to Skylake, certainly not enough to justify the higher cost.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor ($174.89 @ OutletPC)
Motherboard: ASRock H97M PRO4 Micro ATX LGA1150 Motherboard ($74.99 @ SuperBiiz)
Memory: Mushkin ECO2 8GB (2 x 4GB) DDR3-1600 Memory ($29.99 @ Newegg)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($49.89 @ OutletPC)
Video Card: Asus GeForce GTX 950 2GB Video Card ($129.99 @ Micro Center)
Case: Fractal Design Core 1000 USB 3.0 MicroATX Mid Tower Case...
I would save up and buy the most expensive parts you can realistically afford. Buying the i3 then the i5 a year later only costs more in the end. You can get a 950 for not much more and get much better performance.

More towards your i5 build, but with a larger HDD and much better video card, as well as a better Psu.

Does that matter? If you have a Haswell refresh Cpu, and the new Kaby Lake Cpu drops, do you think there will be enough of a difference in performance to justify an upgrade? No, no there won't. Let alone the difference from Skylake to Kaby Lake. So I don't think the fact that there will be an upgrade available if you buy Haswell matters one bit. Unless he buys an i3 Skylake, and then an i5 Kaby Lake(but this would be a waste of money overall anyways).

You asked why go skylake and I gave you a reason. Maybe in the future he can justify going to a i7 and getting the 6700k. Skylake also supports ddr4 memory speeds. I'm not saying haswells no good but skylake is newer and better. I have two haswell cpus and there great.
