Question White bar across file path in windows explorer? Possible Malware?

After a while, a white bar appears covering the windows file path and preventing the file path from being interacted with, as well as sluggish load times/crashing of the file explorer itself.

The problem is usually fixed by a system reboot, but I'd like to get to the bottom of why this is occurring. I've run several malware scans from different providers (one at a time with an uninstallation after each new provider), Tried booting into a separate OS rescue disk created on a non infected PC, and nothing comes up with positives or anything.

yup.
if restart fixed the issue. might be the gpu.
Swapped to an old GPU, which fixed other issues, but not this one it seems.

Swapping to light theme also did not work.

still puzzled as malware scans all come up clean.
