I'm running Windows 10 Pro and I just reinstalled windows and did a clean install. I also scanned with malwarebytes and the issue is still there. It goes away when I restart my computer but it comes back again after a while. Here's a video of it:

The issue only happens when I move my mouse around in game like looking around.

I'm using a Radeon 5700 XT and a Ryzen 3600.
It's probably an issue with the graphics card because before I switched from my 1060 6GB this never happened even once for years.

use ddu uninstaller and reinstall the latest amd.com driver

check the correct fitting of the monitor cable
how did you connect the monitor to the GPU? HDMI, DP, with or without adapter?

run a stresstest with furmark, is it appearing there too?

Did you overclock the GPU or CPU?

update the BIOS of the motherboard to the latest version

is the GPU installed in the upper PCIe port of the motherboard?

Which power supply are you using? and which motherboard

check windows event viewer for errors

DDU didn't fix it. And I have the latest version of Adrenalin (the gpu driver).

The monitor cables are properly in place.
I have one display port to display port, one DVI to display port and a HDMI to HDMI.

It didn't happen in furmark.

I overclocked my CPU from 3.6GHz to 4.375GHz and then ran a stress test for an hour to see if it was stable and it was.

I don't know how to tell if something is wrong in windows event viewer.

I'll give you a picture of the inside of my PC. View: https://imgur.com/LMAdQZN

I did update to the latest BIOS.

The power supply is bronze certified 650W but I don't know the exact name of it and the motherboard is a asus rog strix b450-f gaming.

Thanks for taking your time to help me it really means a lot to me.

I returned the card because it was faulty, guys don't buy the Sapphire Pulse 5700 XT. I bought it from 2 different companies and it was faulty both times.
