Whole Computer lags when starting up program

Hello people,
Since a couple of days I'm having an issue with my computer. Whenever I launch a program like battlefield 4 my whole computer lags and my mouse has huge input lag and super low hz when I move it around for like 3-5 seconds, than it stops. I also noticed that sometimes when I have like 5 programs open on my desktop included a game and I alt+tab from the game, even my desktop lags like it's 60hz (this can last for 20 seconds, but it happens again after 10 minutes or so) and my mouse ghosts a lot. This is mostly when I have a couple of programs running at the same time with a game. This has been happening for only the last 3 days, I've tried lot's of things and can't find a solution, I also don't know if it's my cpu or something else. please help me...

OS: Windows 10 PRO
CPU: AMD FX 8350
Motherboard: ASrock 990FX Extreme3

61.1 is max your CPU will run, it sounds like you need a better cooling strategy to keep motherboard cooler or it will throttle down to save the CPU

Have you cleaned the fans and filters out recently? you might want to think about a better heatsink on the CPU as that will keep its temp down and stop the throttling

your cases cooling method is pretty standard, mine isn't. I have 3 intakes and only 1 exhaust, it creates positive air flow meaning the intakes basically blow all the hot air out of system. That is how case was designed though, its all standard for the case itself.

I really need to clean mine...
Hello Colif, first off, sorry for answering so late. Well, yesterday I skyped with a friend of mine and when I started a program the lag occured and he heard me really bad, I sounded like a robot and skipped words! I'm pretty sure it is a software related problem (just a thought tho) because, I tested some things the last couple of days and for example: It's not lagging in safe mode. I'm gonna try the things you mentioned today.

Things I've tried:
- runned computer in safe mode with networking (not getting lag).
- did a CPU stress test with prime95, selected blends (not getting lag).
- did a RAM stress test with prime95 and set it to use 12gb RAM and lots of CPU (not getting lag).
- scanned my whole system with malwarebytes antivirus in safe mode, found bitcoin miner, deleted it but, no luck... (still getting the lag).
- fully uninstalled and reinstalled my GPU Drivers to see if it worked but no luck either (still getting the lag).
- Disabled some of my msconfig services to see if it may be that (still getting the lag).

So as you can see (maybe not on the video), the mouse only stutters/teleports (not lagging and delay) when on desktop with an active window, what is this bullcrap... I have an 144hz monitor and on desktop (sometimes in other programs like chrome etc.) it seems like my refresh rate is not smooth and it looks like 60hz. Also, when I startup a game and alt+tab out of it, it seems to be the worst and it's sooo laggy for example draging around windows on my desktop. I also tried to do a clean boot but I still had this problem with the mouse skipping/input lag (when I start up a program like battlefield) and just my pc lagging in general.

You can now watch the video and, yes it also happens with another mouse. I'm sure its not my mouse because, when I skype with my friend he hears me really bad while it happens and that's when the mouse problem is starting but, basically my whole pc lags on that moment so....
btw, I don't have a razer mousepad.

well, actually sometimes my mouse DOES jump/teleport (only when it's at its worst). and I google the <removed> outta myself and couldn't find a single thing related to my problem (also tried things people suggested, nothing works). and it's not ghosting, you just can't see it on the video apparently... then next up the second thing you mentioned in your last answer might be right. I used to have a 2nd screen in the past and when I had a video running on that screen (it was a 60hz one) my main 144hz monitor would do the same as it does now (single screen setup). but on the other side, it really is LAGGING so bad when I start a program (mostly a game) for 3-5 seconds. anyway it's also not lightboost because when I'm just normaly on the desktop swinging around with my mouse it is smooth as <removed> (both the windows and the cursor).
 
might be cause i looked at it in full screen and I am on 4k, so it was clearly upscaled a little

- you should'nt take it like that, I meant "on the other side its great" or "else it would be great" (not literally)

- I am running 144hz. and a 960 unable to reach 144hz? almost every gpu can produce 144hz (it's a refresh rate from your monitor) and Im making full use of the 144hz (especially on desktop because who has less than 100 fps on desktop? XD) in games like bf4 because I can get over 150 fps and then its a benefit.

The consensus is the card can run some games at 144hz 1080p but not all, and settings used effect it as well (pretty obvious). I had a 960, i not sure why i thought it couldn't do it, maybe as i never looked at fps as monitor wasn't that fast. It started to struggle when i attached it to a monitor 4x the resolution.

But that's not seen as cause. Can you download Process explorer - its like an op version of Task manager and might help us work out whats causing any lag you are getting. ITs possibly a background process.

Are you using GPU scaling or display scaling? GPU scaling can sometimes cause input lag but it shouldn't be as bad as you describe.

Make sure your GPU is set to 'maximum performance' instead of 'Adaptive' for power management mode.

Okay, I just downloaded Process Explorer and I don't see any suspicious processes that could be causing this.
Yes I am using Display scaling, its set on Full Screen but, when I put it on aspect ratio, the problem still persists.
Also, my GPU power management mode is already set to maximum performance...
and my OSD (splendid mode) is set to standard mode which is the default setting off course.

Edit: Today I took a look in the process explorer and I saw that when I was on desktop my gpu memory usage was sitting at 600mb and sometimes at 900mb. I don't know if this is normal but I thought It was good to mention.

Were you using chrome or literally just sitting at desktop and the memory amount used increases? if using chrome, the memory amount will go up based on what you looking at. In process explorer
Click View > Select Columns > GPU and check the boxes next to whatever you'd like to watch: GPU Usage, GPU Private Data, GPU Committed Bytes, or GPU Shared Bytes. Sort processes by GPU usage.

This should tell you what exactly is using the GPU.
 



Okay, so my GPU usage is high while I have a game open and I look at my desktop, this is when my mouse cursor starts stuttering and becoming un-smooth while moving it around on the desktop. Also I DID have chrome open but it was minimized.

So I tried it and, when I got to the window that is showing on the screenshot I hovered over it and, it said "chrome.exe" while chrome was minimized, it didn't show me anything more....

Man, I just don't get it! what is the problem and, what is causing it. it's so anoying.
 
Is it always the same game or any one that it does that on? I know you said you had a game open in first post, but I just noticed. Having a game open can effect pc if you alt tab out of one.

alt tabbing out of games can do strange things and cause exactly the behaviour you getting, for instance Fallout 4, Overwatch, WoW, CS:GO

minimized the game and realized the mouse pointer "stuttered" when moving. If I dragged any window all over the screen, it would stutter all around. I closed the game but the issue persisted. Thus I started to think it was not gpu-related. I waited for the system to cool down, shut down the pc and powered it again.

I already full scanned my computer, I also mentioned that in an earlier post, but it doesn't matter. I'm mostly getting the unsmooth cursor on desktop when I play h1z1:king of the kill in fullscreen, when I play borderless in h1z1, my desktop is just really smooth. haven't tested with other games on Fullscreen yet. when I play Battlefield 4 on borderless everything is also just fine dafuq
 


I have a question. It's not hardware related right? because, in SAFE MODE I don't have the lag when I startup Battlefield 4.
And I don't get an unsmooth cursor on desktop with a game open like H1Z1. I'm still going to try other games today to see if they also cause the problem.

BTW: I was planning on upgrading soon anyway because, I've had thermal problems for a long time with my MOBO which underclocked my CPU when the VRM's became too hot. so, the problem should be gone when I upgrade and reinstall my windows.
 
It seems to be the way your PC handles when you have a game minimised, i don't think its hardware but i did link other people with same CPU showing it doesn't like games that aren't multi threaded, so it could be the game isn't set up well for AMD CPU's

sounds like you need better cooling in your case as well. another intake perhaps to help blow all the heat out, it shouldn't get a chance to build up like that.
