Whole Computer lags when starting up program

Hello people,
Since a couple of days I'm having an issue with my computer. Whenever I launch a program like battlefield 4 my whole computer lags and my mouse has huge input lag and super low hz when I move it around for like 3-5 seconds, than it stops. I also noticed that sometimes when I have like 5 programs open on my desktop included a game and I alt+tab from the game, even my desktop lags like it's 60hz (this can last for 20 seconds, but it happens again after 10 minutes or so) and my mouse ghosts a lot. This is mostly when I have a couple of programs running at the same time with a game. This has been happening for only the last 3 days, I've tried lot's of things and can't find a solution, I also don't know if it's my cpu or something else. please help me...

OS: Windows 10 PRO
CPU: AMD FX 8350
Motherboard: ASrock 990FX Extreme3
CPU Cooler: Cooler Master Hyper212 Evo
RAM: Kingston HyperX 16 GB DDR3 1866
GPU: MSI GTX 960 2G Gaming
HDD: Western Digital Blue 1TB Hard Drive
Case: Zalman Z11 Plus
PSU: Cooler Master B600 600 Watt
Monitor: ASUS VG248QE @144Hz @1ms
Mouse: Razer DeathAdder Chroma 1000hz

61.1 is max your CPU will run, it sounds like you need a better cooling strategy to keep motherboard cooler or it will throttle down to save the CPU

Have you cleaned the fans and filters out recently? you might want to think about a better heatsink on the CPU as that will keep its temp down and stop the throttling

your cases cooling method is pretty standard, mine isn't. I have 3 intakes and only 1 exhaust, it creates positive air flow meaning the intakes basically blow all the hot air out of system. That is how case was designed though, its all standard for the case itself.

I really need to clean mine...
Okay, I tested some games the last couple of days both in fullscreen and windowed and, in windowed I aint getting lag in ANY game. but if I play fullscreen it seems to be happening the most. at the moment I only noticed the lag in h1z1.... and if I play windowed my cursor on desktop is really smooth. once I felt lag I got an idea and opened HWMonitor. I left it open for a while and saw that my cpu sometimes underlocks to like 2,5 ghz. when I closed the game off course the unsmooth cursor dissapeared and I noticed that my cpu was also stable at 4ghz again. very strange.
 

I've had this underclocking issue before but I didn't get an unsmooth cursor like with h1z1. The cpu is around 55/60 degrees celsius (I know this is way too hot). But it shouldn't underclock on this temp. also, I mentioned in another message that I had these problems before and it's because the vrm's on my mobo get too hot.
