For single reference version graphics cards:

Radeon HD 5770
Maximum Board Power: 108W (9 Amps from +12V rail)
Idle Board Power: 18W
Power Supply Requirement: 450 Watt or greater with at least one 75W 6-pin PCI Express power connector

Radeon HD 6850
Maximum Board Power: 127W (10.6 Amps from +12V rail)
Idle Board Power: 19W
Power Supply Requirement: 500 Watt or greater with at least one 75W 6-pin PCI Express power connector

You need to take into account that the CPU will be getting all of its power from the +12 Volt rail. The motherboard's on-board devices, expansion cards, hard disk drives...
A 6850 is a pretty efficient card. It only needs about 10 - 12 amps. A good 400 watt PSU, such as the now unavailable Corsair 400CX with its 30 amp rail will run a fairly basic 6850 system.

Most systems use much less power than a lot of people expect.

You need to take into account that the CPU will be getting all of its power from the +12 Volt rail. The motherboard's on-board devices, expansion cards, hard disk drives, CD/DVD drives, cooling fans will also obtain some or most their power from the +12 Volt rail so they must also be included in the requirements.

You don't want to be running the +12 Volt rail(s) at its maximum output current continuously. Some of the poorly designed power supply units will generate high levels of ripple voltage on that rail when you draw the maximum rated current. Excessive ripple can destroy your system components.

I will also recommend 30 Amps or more as a safe minimum on the +12 Volt rail(s).

by the look of it, it uses about the same as an old 8800gts. i have been running a heavily oc'd 8800 on my 470w thermaltake tr2 (not a great power supply) with 29A split over 2 12v rails for more than 3 years. you could probably get an antec earthwatts 380w and be ok, like in the budget system builder marathon here on toms. it has 2 x 17A rails (34A total) on the 12v
 
Can I run this HD 6850 card on a Cooler Master Extreme Power Plus 460? This is an old 2009 PC and I don't want to spend anymore money on it, especially when the Cooler Master unit was bought recently when the no-name 420W that came with the casing died. I only surf internet and do regular non-game stuff on this PC. It has Intel Pentium Dual-Core E5200 2.5GHz processor and Gigabyte EP43-DS3L motherboard. Before I got this HD 6850 card from second-hand seller, I was using the old Geforce 9400 GT card and I can overclock the E5200 to 3.55GHz without problem, so I thought the power supply was ok.

Now that I read this thread I will drop back to 2.5GHz no overclock, but I really don't know how much additional power the overclock will consume. Obviously I can't overclock and use HD 6850 at same time on this Cooler Master power supply.
