Question Why do I get more fps on high setting than low settings?

I just built a new computer, with the ryzen 5 2600 and rx 580 graphics card. According to Youtube I would be able to get 200+ fps on all low settings. So I played with all low settings and was only getting around 130 fps with frame drops every so often. Then I tried high settings, and I got 150 fps, consistently. Could anyone tell me why this is, and how I can fix it. Thank you!

What could be happening is the game you are playing on a lower setting increases draw distance and view distance to show more buildings and objects further in the distance and when on high settings could be lowering that draw distance and object distance to give you a better graphic look at a closer view.
