Question Why do I have horizontal green lines on my monitor?

When I plug my DisplayPort cable into my computer and boot it up, there are horizontal green lines all over my screen, how can I fix this issue?

What are your full system specs including monitor.
Are you overclocking?
Does it occur with a different cable?

I have a Dell 2417dg monitor, 165hz, 1ms, g-sync, i9 processor, MSI Geforce 2080ti, Maximus XI Hero motherboard, I haven't overclocked yet, and it also happened with my PG258Q 240hz monitor

Is the GPU brand new? I would RMA it.
