Question Why do i need to drain the residual power of my motherboard everytime I shutdown?

When I shut down/restart I have to drain the residual power on the mother board before I can turn it back on or else non of my monitors will get a display and non of my peripherals will get power. The computer will turn on all the lights in my case are on and the fans spin but nothing connected to the computer will. The red light on the motherboard for CPU turns on during the problem but after i do the drain it is no longer on.

I read I might need to update the BIOS but I can't do that. I will most likely brick my motherboard since when it goes to restart it will not properly do so.

What are the specs for this system (make/model of ALL installed components)?

In particular, how old is your PSU?
I built this machine in january 2023 so all the components are about 1 year 8 months old.

Next two are installed but disabled in the device manager. I do not remember why I did that. Nothing was wrong with them.
