Im not quite sure how to word this. Also im not sure if its do to monitor for my pc vs tv for my console which maybe why it looks different

But ive noticed at least in Battlefield the object within the game look to be drawn different than in console. I really cant find the word im looking for but i hope someone understands what i mean

Why is this?

Possibly could be from being able to play the game on ultra vs whatever quality console can handle

I will explain it in simpler terms you have a engine-less go-cart and I have a car, we are both going to the same place down the street. You have to be pushed and I can just drive (my performance is much better, but I paid allot more for the privilege).

That is a metaphor but should explain allot so even though both platforms are capable of gaming, it does not mean they are the same, just like there are pc's that are worse than consoles there are pc's that are far better than consoles ever will be. The time of the PS2, Xbox 360/PS3 release where consoles were ahead of pc's is gone and it will never return (Nvidia confirmed this). So basically pc's will look better as long as the person who's pc you are looking at has better...
...That's because the graphics has been optimized. The developers don't put ask much effort into optimizing the graphics like they do creating them for the starting platform. Also PCs generally run games better overtime than consoles.

I did a comparison between my tv and monitor. I think it has to do with the pixels between the two. My tv looks like a more normal picture how it should be where my monitor looks more cartoonish i guess. Its just a different look. Heres a pic of my monitor on bf4 @ ultra 1080p

Type of display contributes too.

To operate a computer for a business, the oldest and slowest computer you can find is perfect.

If you want a game computer you have to have the best you can find, your sound and your video have to be perfect and the game has to be made for your platform. There are few computer games the designer has put any real effort into. Check out Skyrim and Brothers: A Tale of Two Sons.
