Why does my computer screen jump?

My screen started jumping around uncontrollably. i a not touching the mouse or mousepad, and it still does it. I rebooted to no avail. Someone told me it might be a hardware problem. any suggestions??? thanks

Power down - remove graphics card, wipe of dust dirt, reseat.
Check video connections as secure. If pc, try monitor on another computer.
