Question Why does my GPU fans stop after Windows startup?

I have bought a brand new msi GTX 1070 ti duke GPU, after setup everything was completely alright.But after a while i noticed that when my PC first starts GPU fans spin, but after Windows startup three fans automatically stop. The display is fully OK, just the fans are not spinning after Windows startup. I tried HWmonitor and saw that the temperature was 42C and the fan's RPM was zero.
I have a PSU 550 Watt, Asus Rog Strix Z370 H(All the parts are brand new)

new gpu only turn the fan if it need to cool

Perfectly normal for newer Nvidia cards. They don't need much cooling @ idle, so they shut the fans off until needed to dissipate heat.

It's supposed to work like that, under a temp (usually 60-63C) the fans turn off to keep the system quiet. You can override this by using a program such as MSI Afterburner to create a custom fan curve.

Funny thing is: it scared me so i used msi afterburner to spin the fans and it worked.
Will that be a problem?

Nope, you can either set them for 0dBa (off) or just create a custom fan curve. My ASUS RX 580 does the same thing and I prefer to let them be off due to noise & less stress on the fan bearings (not really a issue or concern).

AMD has been doing this for ages.
Why turn the fan on if you don't need it? Same as a car, the radiator fan doesn't come on unless it gets hot, no need to waste power.
