[SOLVED] why does my vram slowly ramp up?

so i noticed this issue about a week ago when my vram was at over 200%. i updated the drivers yet i still have this issue. idk why but when i restart my pc the vram will go back down to like 6% but will slowly ramp up, especially when i play games. the weird thing though is that i experience no performance issues whatsoever. even when it was at 200% i experienced no stuttering or crashing in game. any insight or help to this issue would be much appreciated, thanks

Vram like system ram is also used as storage games use to store data to be used when playing. It's much faster this way instead of the gpu having to pull data from hdd/ssd or system memory.
