Question Why i7 9700k turbo boosting automatically?

Is there anyone who can tell me why my CPU speed is raising to 4.9GHz? Overclocking has not been enabled. The temperature is fluctuating a lot as well. It's wasn't like this at first. All of a sudden it started acting crazy.
Processor: i7 9700k
MB: Asus Z390 F
Cooler: Coolermaster 240R
 
The Turbo is implemented in the CPU and can be up to 4.9GHz in single threaded workload. How does the temperature fluctuate?
In which situations does the CPU act like this? Browsing, gaming, idle/desktop use, office

When i render a video in premiere pro 2019 the temperature reaches to as high as 95. I have 6 have installed in proper direction. Still facing issues. The interesting fact is that it wasn't like this before.

Rendering is intensive on the CPU so expect temperatures to rise under full consistent load.
Turbo boost is normally set as default in Bios. You can change this setting to disable turbo boost to see if it lowers your CPU temperature when rendering same as before.
There are other settings in Bios that can help keep your CPU temp down. One is CORE Voltage.
 
any tuning tools installed?

update the BIOS in BIOS itself, reset the BIOS by jumper

Could it be that the graphics card was the rendering device before?

Which CPU cooler did you install? Check the correct mounting of it. Eventually reapply the thermal paste between cooler and CPU.

I just installed all the softwares that comes with the mb cd. I am using the Coolermaster 240R RGB.
The interesting fact is that it wasn't like this. Last night i noticed that change.
To getting it from overheating i changed the cpu ratio to 36. Will it cause any problem?
 
The temp will fluctuate from 35C at idle/low load conditions (when CPU is often at 800-1200 MHz), but, then ratchets up various cores to as high as 4.9 GHz with corresponding temp hikes just as fast, depending on load.. (4.9 Ghz is the factory turbo for the 9700K, so not indicative of any sort of overclock..)

So far, nothing unusual has been mentioned. (Been that way for at least 4 years, in fact...)
