Question Why is my 2080 Ti severely underperforming?

I recently upgraded to a pre-owned EVGA RTX 2080 Ti Black Edition graphics card. For the first week everything was fine. Today my problems began while I was gaming. My screen suddenly began flickering around the bottom edges and the taskbar icons. I began experiencing stutters and crashes. The only thing that helped it was uninstalling Afterburner and removing my overclock. I can no longer adjust the power limit in Afterburner (it is greyed out) whereas before I was able to max it out at 112%. My PC slowed to an unbearable crawl until I uninstalled every GPU-related software from my PC I have contacted EVGA and they suggested a few things I have already tried. I have troubleshooted with the following steps:

-Reviewed 12V, 5V, 3V, rails for power supply are delivering proper power **Check
-Used 2 dedicated PCIe cables for GPU and checked for loose connections **Check
-Reinstalled drivers with DDU **Check

Which PSU have you been using to power up the EVGA RTX 2080 Ti GPU ? How old is the video card ? Sounds like some unstable overclock settings. What's the GPU TEMP value while gaming ? Can you check the card on some other system ?

Does your motherboard has support for integrated/onboard graphics, so that you can try booting via the igpu ?
 
I wouldnt say its under performing, its just running at stock settings.

Your also basing your tests off other people that have OC their cards. So your card ether cant hold the OC it once had or is not running as high of an OC you did have, thermal throttling.
