[SOLVED] Why is my base clock speed in task manager higher than what is shown in dxdiag?

Solution
There is no pic to reference the yjtrr speeds you are referring to, but, any CPU has a max turbo speed on a single core, and the base speed it's four, six, or eight (or higher, if you happen to have a 10900K, 3900X, etc.!) cores might run at under an all-core load while maintaining it's TDP, and, a wide variety of clock speeds changing many times per second with each core, depending on load...; HWMonitor will show you what's going on at any particular quarter second or so, with updates several times per second
