Question Why is my CPU and GPU underperforming?

hey,
I've had my pc for about a year now, and I don't know if its been like this for a while or not, but it was fine when I first got the PC. So, on User benchmarks, My pc does worse than other PC's with the same specs, and I don't know if I should ask for a refund or what to do, or if anyone can explain why my pc is underperforming, or atleast my cpu and gpu,
specs:
Intel core i7 8700
Asus gtx 1070 ti
asus z370-a

I’m pretty sure my temps are fine, the max temp is my gpu which is like 65, and all my drivers are up to date, so that can’t be the problem :/
You got any other ideas on why it’s underperforming?

What's so untrustworthy about it? It list how you compare to other's with the same specs and can determine if there's a hardware issue based on each individual part or if there's a high CPU usage which can affect performance.

3DMark doesn't come close to giving that sort of information.

I got 16 6750 score on the casual 3d fire strike, is that good?
