Why is my cpu throttling when just playing a game and watching a twitch stream

If the cooler was mounted a long time ago, then perhaps the thermal compound is old. The different brands are not all the same...some harden and crack as they get old (I prefer the ones actually listed as long life). If this is the case you could simply remove the cooler, clean it off, and add new thermal compound. Even if it isn't the compound you can be reasonably sure that the cpu throttles back due to heat.

I have a hyper evo 212 and i only remounted it a few weeks ago as i cleaned my pc. I guess i can try buying a new one and remounting it im not sure it is a pain to mount any suggestions for easier to mount coolers for a 1151 socket.

my guess is it's not mounted correctly. i'd take it off, clean the thermal paste off, add new thermal paste, and then re-mount it. If you're not overclocking and the motherboard doesn't have some auto overclocking setting that's increasing the voltage, the evo 212 should be able to keep it from throttling.

I just did exactly that following a video and im still getting the same results 100 percent cpu usage on startup and lagg and very high cpu usage when playing a game and watching a stream when my cpu goes up to 100percent the temps are like highest 45 degrees. Im kinda stumped idk what could be causing this. The cooler does move quite a bit though if i try to use it so idk if that is the issue i checked all the screws were tight and the washers on the brackets it felt like i installed it fine ive been using this cooler for 4+ years so ive installed it a fair few times and never had this issue. I did update windows yesterday when this happened and my gpu drivers could this be the cause of the issues?

This is literally just with league client and google chrome open its crazy my cpu usage use to be fine i tried reverting back to the old windows but it has solved nothing unfortunately.

How long have you had your processor? If a fresh install of windows doesnt fix anything and your cpu fan isnt the issue, thermal paste is fresh and theres no residue on the chip, I'd take a look at getting a new chip honestly. If your fan is mounted properly and thermal paste was applied correctly there should be no reason that cpu is throttling while running twitch and a LoL client. The only other thing i can think of that would cause throttling is the voltage of your cpu.

The cpu is not throttling by any means, it's being loaded to 100%. It looks like you have 8 gb of ram, it might by time to make that 16 if you want to have 10 pages of chrome, a stream and a game running at the same time.
