[SOLVED] Why is my CPU underperforming?

Currently using a Ryzen 5 3600 in my week-old build. Ran UserBenchmark, and found that it is performing below expectations (86.2%). Why might this be? I do not have Ryzen Master installed at this time and I'd like to mention that I get stuttering in certain titles.

I’d recommend installing it and re running tests. Make sure Bios and other drivers are up to date.
