Question Why is my DPI so high?

I have a 720p monitor hooked up to GT710 on my family computer. But, for some reason windows 10 is showing recommended resolution to 1920*1200. If I put it lower than that, my display gets really blurry. but, If I put the recommended display settings and upscale the display scale, the buttons in most of the games are still small. I have the latest driver and it is really annoying. Is there any ways to fix it?
