Why is my FPS on fn and other games so low and I get so many stutters with these specs:

GPU: GTX 1650
CPU: i3-9100f
RAM: 8GB

Can anyone help me fix that?

i have seen countless videos of the same specs and they run perfectly fine
 
The DRAM you have is that two 4GB modules or is it a single 8GB module?

Is your operating system installed on a SSD?

Are your games installed on a SSD?

Have you checked to see if the CPU/GPU happen to be running hot?

There are a lot of potential problem points when it comes to performance so without full information regarding your system it's very hard to make any specific recommendations.
 
With just 8gbs of ram, you will use about 2-4gbs on windows alone. Once the remainder ram fills up, your pagefile/swap file/virtual file will be used as memory. This is very slow. This is why you have stuttering.

@thestryker has a good point. An SSD for your boot drive (and gaming drive) would help speed up your system. Games on it load faster, and although it doesn't affect FPS really, at least your swap file will be faster than on a HDD,

What temps are the CPU and GPU at when gaming?

Your CPU may also be maxing out, which is another thing that can cause problems.

You said you've seen videos of people running the same game with the same specs just fine. Are they using the same settings?
Have they overclocked anything?
Is anything thermal throtteling on your end?
Do you have anything running in the background that might take those resources away from the game?
