Question Why is my GPU not being used to full usage?

So my games have been fairly stuttery for a while and I've realised that my CPU is always at 100% usage and my GPU around 10%. I find this strange because you would think there must be a bad bottleneck but there definitely isn't. I've got an i7-9700F and a GTX 1070. I'm very certain that the F variant, of my CPU, doesn't have integrated graphics too, so I don't believe that my games are trying to use that. Any suggestions would be very much appreciated!! 😀
 
The GPU isn't being used because the CPU is too busy. Remember: the CPU has to tell the GPU what to do.

However most games even on a i7-9700F won't likely peg the CPU to 100% yet. So there must be something going on in the system that isn't right. What's the CPU usage when the computer is supposedly idling? Also what temperature does it get to when you do play games?

Idle usage is ~2% and temps ~24°C. In-game Fifa 23 usage is ~98% and temps ~60°C. (In-game GPU is 1% usage and 55°C.)
