Why is my GPU underperforming?

I just recently got an EVGA Single-Fan GTX 750 Ti, and it's not performing like it should. In games like Battlefield 4 at 720p low, it's capping out at 30fps. This happened to my other Zotac 750 Ti, which I thought was broken for this same reason.

These are my specs:
i5-2320
8GB DDR3-1333
GTX 750 Ti
300W Power Supply
1TB HDD

Why is it having a problem? I notice there's a little notch sticking out at one end, but that notch won't get covered with any other MoBo I've seen.

I have clean installed all drivers.

Your monitor's resolution?

GTX 750 Ti should be capable of 1080p low. It sometimes underperform when forcing it to a lower resolution.

If you use V-sync, and the game does not support triple buffering (most games), then if you fail to reach 60 FPS, your FPS will gravitate to 30 FPS. Turn off v-sync and let us know your FPS.

Also, BF4 is pretty demanding on the CPU in multiplayer.

I never had VSYNC on, it's still playing at 20-30fps on low 720p
