Question Why is my graphics card starting fast and then slow during startup?

i also have changed the cpu since then should i push the reset button on my motherboard?
edit: also after i installed the cpu i had the gray screen that said new cpu and memory discovered and i looked inside the system but then saved and exit and now its doing that PLEASE HELP !
