I have had a noisey pc for a while and I thought it was the systems fans so I just replaced them and realized it was actually the gpu. It makes this pulsing sound whenever the fans are on at all. In this video the fans are set at 30%.

Is this normal because it is loud and annoying. What I've been doing is having the fans not turn on until like 40-50 degrees so I only hear them while gaming which drowns it out a little but I would really like it to not be this loud as it seems other people say they can't even hear their gpu fans when they are at 60%. Are my fans failing. This gpu is about a year old btw, thanks.
