why is my high end pc bad at multitasking?

when i try to open multiple programs, sometimes the program freezes, takes a while to move and gets buggy. i get really frustrated because my my is capable of doing much more, but it cant even multi task.
my pc specs:
intel i7 7700k
asus gtx 1070 o8c
16gb corsair ram 3000hz
650w gold certicied corsair psu
asus prime a z270
windows 10 home edition
nzxt kraken x62

1. Update BIOS and chipset drivers to the latest.

2. Check in BIOS that that hyperthreading and all cores are enabled.

3. Review RAID /AHCI mode settings

4. In Control Panel / Panel Options (or the Win 10 equivalent) check that the power plan is set to "Performance" and turn off all hibernation / sleep settings.

If none of the above work:

1, Try...


i make sure my drivers azre up to date and my cpu on idle gets around 30-40 degrees and on load it gets to 50-70 degrees
 
If your CPU isn't on full load, and it takes a while to open other programs or freezes while running other programs, it's most likely your RAM, but to be honest, I doubt it because of your fast RAM, but just to be sure try running a RAM test.
