Question Why is my obs recorded video choppy and my relive amd recorded video is smooth af

So i need help with video recording
I have a problem with obs, it seems when i record video game footage with it, it turns out choppy and likes to freeze, but.... When i record with the amd relive it is smooth af even though the obs setting is set to h.265 HEVC and the bit rate is set to vbr with max of 30000 bitrate and for the amd relive is the same except the max bitrate is set to 50000 both are 60 fps. Can anyone help me, it seems like obs doesn't like my rx 580 nitro +

Normal OBS doesn't have AMD encoder support you need to download the AMD version or add it as a plugin.

I've tried but it still didnt work, I've add the plugin and set the encoder to h265/hevc encoder (amd advanced media framework) but the footage is still very choppy
