[SOLVED] Why is my PC slow ?

hi i have an acer pc with a ryzen 5 3500u with a vega 8 i have the processor speed which remains blocked at 0.40ghz i have tried everything i went to the bios nothing the power options nothing the registry nothing I disconnected reconnected nothing I tried to use ryzen controller nothing can be an idea I don't know I tried to meter the pc and the bios nothing the use of the processor at the speed of 0.40ghz is 19% it doesn't want go up higher i have done a few maybe could you help me please? im french by the way sorry for my english

run hwinfo and see if its showing any thermal throttling, it will show on the sensors page under the CPU
they show here under the red number

did whySoSlow have any warnings? or show all green ticks?
what model Acer PC?
Do you have latest BIOS for PC? that can help

my guess is its throttling since the next 2 links are the same CPU running at 400mhz
My 1.2 Year old Laptop randomly locks into 400 Mhz within minutes after turning it on even at lite loads. Hardware info shows HTC and PROCHOT_EXT has been triggered but the temperature ( from all available sensors ) barely touches 50 Degrees.

notes it doesn't track Ryzen CPU speeds right
it shows my CPU as running at 4.2ghz when its really at 250mhz as its not built to cope with sleeping cores, it uses the old method
I just thought I look at it :)
it says my temps are okay but it also can't see any so it might show same from them since we both on same family CPU

I did what you told me but nothing
I changed the power plan but nothing but after doing that the processor was no longer blocked I unplugged the laptop and I restarted with the new power plan but after the speed was also low even if it was no longer blocked at 0.40ghz
the max speed is 3.7ghz but I am at 1.80ghz or 1.60ghz or 2.00ghz it never goes higher when the laptop is unplugged when I plug it in its speed increases but after a while it goes down to 0.40ghz

yes everywhere is green after I restarted the pc and after changing the power plan I wait to see if it starts again

ok I launched the application and works correctly for the moment nothing is displayed in red for the moment
 
but hey the problem is not solved if i do a benchmarks the cpu dosent go up it stay at 2.00ghz it get 100% but the speed dosent go up or if i stress the cpu its the same thing any idea ?
