Just built this computer, the only settings I have touched were disabling performance boost settings for both my Ryzen 7 7700x and my memory, which didn't fix anything.
I've been monitoring it through Ryzen Master, without messing with absolutely anything I saw my processor was running at 5-5.5 ghz (i remember it hitting 5513mhz) installing different softwares. I have windows set to Balanced, all drivers are installed via Gigabyte control center.When and how did you monitor cpu speed? Like just after installing Windows had you noticed elevated in cpu speed? At what speed was that?

Windows performance settings also has an effect, you sure nothing else was changed? Have you installed latest motherboard chipset drivers? Any utilities installed?
Can leave ram speed as is.
that’s insane i didn’t notice that haha, but my cpu will run so hot though, it reached 98c launching a game. Maybe I overthought it and it could just be the cooler? Doesn’t it decrease its lifespan when it runs this far past its base clock speed? This is my first AMD processor when I had an intel I don't remember seeing it run past its 3.5ghzThat article will be 2yrs old by this April and Amd had already applied a bios fix 27/4, a day after that article was published. So irrelevant. Run memory as normal.
Single core boost, what you're seeing while installing stuff, is normal.
Did you do any changes in bios? Or did you even get into bios? It is rare on AMD platforms but the mobo might have come with an auto overclock, you can go into bios and have a look around, it's also pretty common for there to be a max temp setting so you can put that on a lower temp like 90 or whatever you prefer.that’s insane i didn’t notice that haha, but my cpu will run so hot though, it reached 98c launching a game. What does changing the max temp do to the processor? I do see the max temp is set to 95, and i disabled this performance boost which boosted frequencies in scenarios seemingly when the processor didn't even need itDid you do any changes in bios? According to AMD 95° on the CPU is safe, monitoring does not physically measure on the CPU, so temps will vary a bit, in other words your 98 is ok.
